Monitoring, Evaluation, Learning (MEL)

Effective MEL helps organizations direct investments toward solutions that work.

Our approach to MEL draws on user-centered design, efficient and effective performance monitoring, industry-leading evaluation approaches, and learning that promotes adaptive management.

Right-Sized MEL Design

We have developed and operationalized MEL plans, co-developed theories of change and results frameworks, and designed third-party evaluations across every technical sector in over 25 countries, including conflict zones and fragile states. We build context-sensitive MEL systems that support real-time decision making, deploy device-based data collection for data quality, and incorporate tools such as Dedoose, Atlas.ti, SPSS, and STATA for rigorous data analysis.

Right-Sized MEL Design

Timely, accurate, and relevant data is the nervous system for effective development programming. The right data at the right time allow managers to respond to implementation challenges and proactively leverage opportunities. We work with our clients to co-create meaningful performance monitoring systems that harmonize program logic, articulate performance measures, and provide clear guidance around data collection and data quality assurance.

Pushpin Connected Map

For process, performance, and outcome evaluations, we offer our clients a menu of evaluation techniques – from participatory to experimental designs – taking into account budget, objectives, and time. We always apply best practices for data collection, storage, and analysis, and we specialize in translating complex findings into actionable recommendations, to inform better programs and smarter implementation.

Resonance emphasizes learning – or knowledge management (KM) – as a critical component of our MEL services. We work with our clients to create KM solutions that are practical and well aligned with organizational processes and culture. We develop action-oriented learning agendas, support adaptive management, guide continuous learning and improvement cycles, facilitate online communities of practice, lead learning workshops, and develop and disseminate learning products in creative ways that maximize uptake and adoption.
