Prior to joining Resonance, Rachel held senior leadership roles at Chemonics International — serving as Director in the Office of the COO, directing a $125M USAID program in Iraq, and serving as Deputy Chief of Party of the USAID Promote: Women in Government program in Afghanistan, where she managed finance, HR, procurement, and operations across five provincial offices.
